
School Climate and Bullying
In recent years, school climate generally and the specific problem of bullying have emerged as critical issues on the national agenda. Schools should be places where children feel safe, are provided with strong positive support, and are not subject to bullying, harassment, or intimidation. EMT has developed an expertise on these subjects through recent projects at the Federal and state levels.

Analysis of State Bullying Laws and Policies
U.S. Department of EducationThe U.S. Department of Education contracted with EMT Associates, Inc. to conduct a two-phase Federal study of current anti-bullying legislation and policies. The first study phase involved a review and analysis of state anti-bullying legislation and model policies across the 50 U.S. states. The second phase was an implementation study that focused on how anti-bullying laws and their legislative requirements were implemented by a small sample of school districts and middle schools across four different state contexts. Findings from the two-phase study are summarized in the following reports:
